Packard, United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 21 September 1962 to 1 October 1965, for his contributions to the Chief of Naval Operations while serving as Assistant Director of Naval Intelligence for Foreign Intelligence and as Deputy Director of Naval Intelligence.
