The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant Jose C. Lizardi (ASN: 6329867), United States Army, for heroism, not involving actual conflict with an enemy, displayed while serving with the Detached Enlisted Men’s List, as Instructor, Puerto Rican National Guard, displayed in rescuing citizens of the town from drowning at Mayaguez, Puerto Rico. During the flood of the Yaguez River, on 3 March 1933, Sergeant Lizardi displayed marked heroism by plunging into the raging waters filled with debris and rescuing the occupants of several houses which were being washed to sea.
