The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Joe L. Harvey (ASN: 6364487), United States Army, for heroism, not involving actual conflict with an enemy, displayed while serving with Battery E, 16th Field Artillery, on 23 January, 1931, at Fort Bragg, North Carolina. Two horses drawing a rolling kitchen became frightened and were running away. Upon seeing the team moving at full speed and beyond control of the driver, Private Harvey jumped for the head of the near horse and grabbed the rein, being dragged for about 30 feet, when the horse fell, hit the curbing, and was dragged by the other horse. Private Harvey, who narrowly escaped being caught under the horse when it fell, immediately flung himself upon the animal’s head and held it down until help arrived. The heroic conduct displayed by Private Harvey reflects great credit upon himself and the Army of the United States.
