The President of the United States of America takes pleasure in presenting a Second Gold Star in lieu of a Third Award of the Legion of Merit to Commodore (Retired) Oscar Smith, Jr., United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Training Task Force, from 3 April 1943 to 4 March 1944. Under Commodore Smith’s leadership, the Training Task Force succeeded in planning, developing, and readying a reliable, radio-controlled assault drone for combat use.
