Admiral Miles skillfully coordinated and directed the joint forces under his command in carrying out rescue operations following the hurricane and flood disaster.

    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral [then Commodore] Milton E. Miles, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Commander Sino-American Cooperative Organization from 15 April 1943 to 2 July 1945. Rear Admiral Miles directed and coordinated the joint efforts of the Chinese Government and the U.S. Navy, providing strategic intelligence and weather data of importance to our Pacific Fleet in far eastern waters. As a result of his sound organizational ability, naval personnel under his command effectively trained Chinese guerrilla forces for their subsequent successful combined operations against the enemy.
