    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private Ralph S. Lugan (ASN: 38538682), United States Army, for gallantry in action while serving with the 80th Infantry Division in connection with military operations against an enemy of the United States on 25 November 1944 in France. Private Lugan, a rifleman, participated in an assault on the enemy who were entrenched behind concrete fortifications creating a ridge. Serious casualties were encountered from one of the machine guns emplaced in a pillbox. Although the enemy had perfect observation, and an assault meant running up the hill under direct fire, Private Lugan and a comrade voluntarily charged the pillbox. Hurling hand grenades, they succeeded in destroying the machine gun, capturing fifteen of the enemy, and enabling the platoon to advance. The bravery, aggressiveness, and sincere devotion to duty displayed by Private Lugan was in keeping with the highest traditions of military service and reflects great credit upon himself, his unit, and the United States Army.
