The President of the United States of America takes pleasure in presenting the Navy Cross to Ensign Lowell Hall Strand (NSN: 0-97178), United States Naval Reserve, for extraordinary heroism and devotion to duty in action against the enemy while serving at Fisheries TWO in the Philippine Islands, in combat against the enemy, directing and operating anti-aircraft from his vessel while exposed to frequent attacks from the enemy and dive bombers during the period from 7 March 1942 to 19 April 1942. His conduct throughout was in keeping with the highest traditions of the Navy of the United States.
