    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Brigadier General Joseph C. Burger (MCSN: 0-3993), United States Marine Corps, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States while serving with the FIRST Marine Division during operations against the enemy in Korea from 30 March 1953 to 15 January 1954. Serving as Assistant Division Commander, Brigadier General Burger displayed an outstanding degree of initiative, courage and fearless leadership in the execution of his duties. At the time he joined the Division, it was engaged in repelling fanatical attacks by the enemy along the entire division front which guarded the vital invasion route to the south. He expertly assisted the Commanding General In solving the numerous complex problems incident to the tactical situation and, on numerous occasions, he toured the front line positions in order to obtain a more accurate picture of the combat situation. His appearance among them inspired the weary Marines in the fighting positions. His exceptional knowledge of combat operations and his recommendations concerning the tactical employment of the division were of inestimable aid to the Commanding General and contributed immeasurably to the tactical success of the operations. Through his meticulous attention to detail, he constantly ensured that all instructions published to the Division were in accordance with the policies and plans of the Commanding General and that such instructions were carried out. He conducted a continuing study of the situation and of the many involved problems confronting the Division with a view to being prepared for future contingencies. Brigadier General Burger’s great personal courage, determination and outstanding leadership throughout were in keeping with the highest traditions of the United States Naval Service.
