    The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Edgar John MacGregor, III, United States Navy, for extraordinary heroism in the line of his profession as Commanding Officer of the U.S.S. SHAD (SS-235), in action against enemy Japanese forces during the SIXTH War Patrol of that vessel in enemy Japanese-controlled waters in the Pacific Area, from 28 September 1943 to 29 November 1943. Daringly maneuvering his ship through an extremely dangerous area in close proximity to the Japanese mainland, Commander MacGregor contacted a large concentration of hostile ships and, fearlessly attacking, destroyed a number of vessels and damaged others, including two combatant ships, aggregating an important amount of enemy tonnage. As a result of his superb seamanship and the gallant fighting spirit of his intrepid command, the submarine reached port safe despite persistent Japanese counterattacks. Commander MacGregor’s brilliant leadership and great personal valor were in keeping with the highest traditions of the United States Naval Service.
