The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel (Ordnance Corps) James A. Drain, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. From his experience as Ordnance Officer of the 1st Division during its early months in France, Lieutenant Colonel Drain rendered valuable service in assisting the Chief of Ordnance, American Expeditionary Forces, in formulating the policies for the supply and maintenance of ordnance for subsequent divisions. Later he performed important work in charge of the machine gun and small arms division in the office of the Chief of Ordnance, American Expeditionary Forces, and finally rendered service of a high order in representing his Government as American Member of the Anglo-American Tank Commission.
