The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Leigh Carlyle Palmer, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Chief of the Bureau of Navigation in connection with the recruiting, training, and organizing of a large naval personnel for war during World War I.
