The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal in lieu of the Certificate of Merit previously issued to Sergeant Leon H. Chick, United States Army, for risking his life in order to check a fire at Manila, Philippine Islands, on 22 February 1899, while serving as a member of Battery H, 3d Artillery Regiment.
