    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Second Lieutenant (Infantry) Loris A. Withers, United States Army, for extraordinary heroism in action while serving with Company E, 313th Infantry Regiment, 79th Division, American Expeditionary Forces, during the attack and capture of Montfaucon, France, September 27 – 29, 1918. After being wounded in the arm on the morning of 27 September 1918, Lieutenant Withers refused medical attention and remained in command of his platoon in action for two days and nights until ordered to the rear by the battalion surgeon on 29 September 1918. The courage and leadership displayed by Lieutenant Withers greatly inspired the officers and men of his battalion and were important factors in the capture of Montfaucon and the positions to the north, by the 313th Infantry.
