The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Infantry) Paul G. Guthrie, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from November 1963 to December 1964. [This award supersedes award of the Army Commendation Medal (Second Oak Leaf Cluster) awarded to Colonel Guthrie by the Deputy Chief of Staff for Military Operations, Department of the Army, under provisions of paragraph 7, AR 672-5-1, for meritorious service during the period 15 November 1963 to 31 December 1964.]
