The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Quartermaster Corps) Theodore D. Perry, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from November 1957 to October 1963. [This award supersedes award of the Army Commendation Medal (First Oak Leaf Cluster) to Colonel Perry for meritorious service during the period 15 November 1960 to 31 October 1963 as announced in General Orders Number 116, Headquarters, United States Army Supply and Maintenance Command, dated 2 October 1963.]
