The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain (Infantry) Gene A. Mitchell, United States Army, for heroism at the risk of life not involving conflict with an armed enemy while serving as Ranger Advisor to the 31st Division Tactical Zone during the conduct of Ranger Training for the Army of the Republic of Vietnam in Phuoc Long Province, Republic of Vietnam, on 25 June 1962. During swimming training exercises across a swift flowing waterfall, Captain Mitchell observed a Vietnamese soldier floundering and heard calls for help. With complete disregard for his own personal safety, he unhesitatingly dove into the river, swam to the drowning man, and succeeded in pulling him to shore. He then administered first aid to the soldier to revive them sufficiently to be evacuated to the province hospital. Captain Mitchell’s prompt and heroic action is in the highest traditions of the United States Army and reflects great credit upon himself and the military service.
