The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant Felix M. Cebrian (ASN: RA-10306068), United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of the Manila Detachment, United States Transportation Agency, Japan, on 28 May 1960 at San Francisco del Monte, Quezon City, Republic of the Philippines. During a raging typhoon Sergeant Cebrian noticed that several neighboring families were dangerously stranded in their homes as a result of the steadily rising flood waters from a nearby creek. Disregarding his personal safety Sergeant Cebrian voluntarily entered the turbulent waters to affect the lifesaving rescue and evacuation of these families including women, children and aged persons. He repeatedly swam through the floodwaters where swift currents, floating debris and submerged obstacles created great hazards to his own life. Although cold, wet and exhausted Sergeant Cebrian persevered in his efforts until all stranded persons had been removed to a safe place. He then unselfishly provided the victims with food and shelter in his home until the typhoon and flood had subsided. Sergeant Cebrian’s courageous actions, thoughtfulness and generosity in this disaster reflect great credit on himself and the military service.
