    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Russell H. Webber (ASN: 0-1318496), United States Army, for gallantry in action while serving with the 117th Infantry Regiment, 30th Infantry Division, in action against the enemy on 4 March 1945, in Germany. First Lieutenant Webber, in attempting to move forward in an attack, was forced to withdraw because of heavy fire. Securing a radio and using a different route, he moved into position for directing mortar fire. He remained in this position even though an enemy tank opened fire upon the area. His personal courage and loyal devotion to duty reflect great credit upon himself and upheld the highest traditions of the United States Armed Forces.
