    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Harry Howard (ASN: 1550404), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 76th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Private Howard displayed extraordinary heroism in battle on 28 July 1918, near Le Charmel, France, where after being badly wounded himself, and seeing his Captain and 32 other members of the battery wounded at the same time by an enemy air bomb, he assisted to care for and evacuate the wounded and made sure that they all were cared for before he would accept treatment. [A Distinguished Service Cross was awarded for this action.]

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Private Harry Howard (ASN: 1550404), United States Army, for extraordinary heroism in action while serving with Battery B, 76th Field Artillery, 3d Division, American Expeditionary Forces, near Le Channel, France, 28 July 1918. After he, himself, had been badly wounded, and, seeing his commanding officer and 32 comrades wounded by a bomb from an enemy plane, Private Howard refused treatment, but assisted in the evacuation of the wounded.
