Corporal Hooper distinguished himself by gallantry in action while serving with Company I, 119th Infantry Regiment, 30th Division, American Expeditionary Forces, in action in the Bellicourt area, France, 29 September 1918, in aiding in the capture of 92 prisoners.

    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Corporal Monroe C. Hooper (ASN: 1316313), United States Army, for extraordinary heroism in action while serving with Company I, 119th Infantry Regiment, 30th Division, American Expeditionary Forces, near Busigny, France, October 10. 1918. Knocked down by the explosion of an explosive bullet beneath his helmet, Corporal Hooper regained his feet and led the members of his patrol against a hostile patrol which had been encountered. Though he and his men were outnumbered nearly five to one, he led the advance against the enemy, himself killing seven Germans.
