    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Corporal Leo W. Waugh (ASN: RA-13313561), United States Army, for gallantry in action as a member of Company E, 38th Infantry Regiment, 2d Infantry Division, in action against the enemy on 10 October 1951 in the vicinity of Sanggonbae, Korea. On this date Company E’s mission was to secure a dominating hill from a fanatically determined hostile force. During the assault, elements of the unit were pinned down by intense small arms and automatic weapons fire from well-entrenched enemy forces. Corporal Waugh, realizing the seriousness of the situation and with complete disregard for his personal safety, immediately exposed himself to the enemy fire and crawled forward toward the hostile emplacement. Upon nearing the objective he threw hand grenades into it and succeeded in silencing the hostile weapons while inflicting numerous casualties upon the enemy. As a result of his courageous actions his unit was able to continue the attack and secure its objective with a minimum of friendly casualties. The gallantry in action and selfless devotion to duty displayed by Corporal Waugh reflects great credit upon himself and the military service.
