The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Captain (Infantry) Arthur Jefferson Steele (ASN: 0-37832), United States Army, for gallantry in action while serving with Company B, 23d Infantry Regiment, 2d Infantry Division, in action on 1 September 1950, near Changnyong, Korea. On the night of 31 August 1950, the 1st Battalion Sector of the 23d Infantry Regiment was overrun by an overwhelming enemy force. This battalion front extended for a distance of almost 16,000 yards, and was an important link in the line of the 2d Infantry Division. At this time Captain Steele was the Executive Officer of Company D. On 1 September 1950, the battalion was ordered to withdraw. During the withdrawal, this officer noticed that the Company Commander of Company B appearing to be under the influence of combat fatigue, was handling his company in an extremely erratic manner. Captain Steele, without hesitation, voluntarily assumed command of Company B, and without regard for his own personal safety, personally placed the men in a delaying defensive position, and gathered under his control stragglers from four other units. His quick thinking and assumption of command prevented what might well have been a rout of our forces. The undaunted courage, conspicuous devotion to duty, and quick thinking under heavy enemy fire reflected great credit upon himself and the military service.
