    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Corps of Engineers) Santiago A. Berbano (0-43241), Philippine Army, for gallantry in action as a member of the 2d Infantry Regiment, Philippine Army, in action against the enemy in the Pilar-Bagne Road Sector, Bataan, on 28 March 1942. When units on his right and left retreated, Lieutenant Berbano, commanding the outpost unit of the 2d Battalion, stuck to his post and resisted the enemy. With utter disregard for personal safety in the face of superior fire and a greater number of men, he forcefully prevented the members of his unit from withdrawing, staging a stiff fight, and successfully prevented the advance of the enemy.
