Colonel Trudeau’s extraordinary ability, knowledge, and energy were greatly responsible for the rapid and successful organization and training of personnel of the Engineer Amphibian Command from its activation. His inspirational leadership and ideas were indispensable in the complicated problems of organization, in coordinating the operations and training of command units with other units of the army and with the United States Navy, Marine Corps, Coast and Geodetic Survey, and United Nations; and in developing new doctrine for engineer amphibian units in shore-to-shore operations. He conceived and formulated the new successful procedure of shipping unassembled landing craft to the theater of operations where such craft were then assembled for immediate use. The singularly distinctive accomplishments of Colonel Trudeau and his dedicated contributions in the service of his country reflect the highest credit upon himself and were in keeping with the highest traditions of the United States Army.

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Arthur Gilbert Trudeau (ASN: 0-15513), United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility as Deputy Director and as Director of Military Training, Army Service Forces from March 1943 to June 1945. General Trudeau was charged with implementing all policies for accomplishing the trained mission of the Army Service Forces. In supervising this training he assured the attainment of high standards and the establishment of correct doctrine and technique for service forces units. At the same time he formulated plans and procedures to effect the pre-induction training program and the army specialized training program. During the period that he was acting director he was responsible for formulating policies. On missions to the North African, European, and Mediterranean theaters of operations he initiated training, re-training, and re-deployment training policies which aided materially in solving urgent problems in those theaters and in the United States. The selection of Women’s Army Corps training centers, the translation of hundreds of training manuals into foreign languages, and the institution of special training units for men of inadequate elementary education, are illustrative of the many diverse factors which were integrated by him into a comprehensive, efficient training program. Throughout his entire period of service in the Office of the Director of Military Training, General Trudeau’s outstanding initiative, superior leadership and marked administrative ability contributed in high degree to the accomplishment of the training mission of the Army Service Forces.

During the Battle of Pork Chop Hill, the enemy launched an all-out attack on the Division outpost position located some 300 yards in front of the main line of resistance. Chinese infantrymen had succeeded in gaining a foothold. Feeling that he could not gain adequate knowledge of the situation from second-hand reports, Major General Trudeau traded his star-studded helmet for that worn by his driver, and led the regimental commander and counterattacking battalion’s reconnaissance parties to the contested post. The gallant actions and dedicated devotion to duty demonstrated by Major General Trudeau, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
