    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Raymond Vincent Welch, United States Navy, for gallantry and intrepidity in action as Executive Officer and Navigator in a United States Submarine during a War Patrol of that vessel in World War II. His outstanding performance of duty during three special missions contributed materially to their successful accomplishment. His conduct throughout was an inspiration to the officers and men in his ship and were in keeping with the highest traditions of the United States Naval Service.
