James Watkins graduated from the U.S. Naval Academy at Annapolis, Class of 1949. From 1979 to 1981 he served as the 19th Vice Chief of Naval Operations, and from June 30, 1982 to June 30, 1986 Admiral Watkins served as the Navy’s 22d Chief of Naval Operations.
