The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Francis Marion Peters, Jr. (NSN: 0-70355), United States Navy, for conspicuous gallantry and intrepidity in action as Commanding Officer of the U.S.S. HOPKINS (DD-249), during operations in the Solomon Islands during World War II. His ship participated in the initial occupation of the Russell islands on 21 February 1943, and was engaged in escorting or carrying troops, supplies and equipment for the occupation forces on 23 February 1943, and 3, 8, 10, 13, 17, 20, and 21 March 1943. In addition, his ship participated in the initial occupation of New Georgia on 13 June 1943, and subsequently on 2, 5, and 12 July 1943. During these periods his ship was subjected to one major and numerous minor enemy high level and dive bombing attacks, and was continuously operating in narrow, dangerous waters under threat of attack by enemy submarines and surface vessels. On one occasion his ship, while unloading troops and supplies, was subjected for five hours to gunfire from four 140-millimeter enemy guns at a range of less than five thousand yards. By his courage, perseverance and determination he brought his ship through on each occasion without serious damage and materially contributed to the successful completion of the mission of the entire force. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
