The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade Billups Phinizy Percy (NSN: 0-165782/1109), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy while serving with a Motor Torpedo Boat Squadron operating in the Solomon Islands area from 31 December 1942 to 24 December 1943. While in command of a Torpedo Boat during the Guadalcanal Campaign, Lieutenant, Junior Grade, Percy demonstrated outstanding ability in carrying gout successful attacks on Japanese cruisers and destroyers. During the New Georgia and Bougainville operations, he participated in the successful destruction of enemy shipping and personnel in the above area. His conduct at all times was in keeping with the highest traditions of the United States Naval Service.
