The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Theophilus Horner Moore (NSN: 0-78658/1310), United States Navy, for conspicuous gallantry and intrepidity as a Pilot of Escort Scouting Squadron TWENTY-SIX (VS-26), attached to the U.S.S. SANGAMON (CVE-26), during the assault on and occupation of French Morocco, 8 – 11 November 1942. While engaged in offensive action against hostile ground forces on 10 November, Lieutenant Moore courageously led a division of dive bombers through intense anti-aircraft opposition to bomb and strafe enemy tanks, pressing home the devastating attacks with such determination and accuracy that he contributed to the complete rout of the tank force. During his participation in other vigorous and successful attacks on hostile objectives, he displayed excellent flying skill, aggressive leadership, and unfaltering devotion to duty at great personal risk, and his action were in keeping with the highest traditions of the United States Naval Service.
