The President of the United States of America takes pleasure in presenting the Silver Star to Commander John Stuart Horner (NSN: 0-71580), United States Navy, for conspicuous gallantry and intrepidity as Commanding Officer of a United States Screening Vessel, in action near Saipan Island, 16 June 1944. Taken under fire by four enemy ships, Commander Horner effectively directed the gunfire of his own ship and succeeded in sinking all four of the hostile vessels. By his outstanding leadership and professional skill, Commander Horner contributed materially to the successful completion of this operation and his devotion to duty was in keeping with the highest traditions of the United States Naval Service.
