The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain (CEC) Andrew G. Bisset (NSN: 0-25993), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving as Officer-in-Charge of the Fifth Naval Construction Regiment and later as Officer-in-Charge of Base Construction on the Staff of the Commander Service Squadron, South Pacific Force, from 10 March 1943 to 15 June 1944. During this period of intense activity, Captain Bisset worked tirelessly in the planning and construction of the airfields and naval bases in the Solomon Islands and Bismarck Archipelago areas. He performed his duties in an expeditious manner and his success is reflected in the outstanding results attained. Through his initiative, technical knowledge and tireless efforts he completed all naval construction in a minimum of time and enabled our air and shore based forces to exert their greatest strength against the Japanese and administer a series of crushing defeats. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
