The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Philip Arthur Beshany (NSN: 0-18254), United States Navy, for conspicuous gallantry and intrepidity in action against the enemy. During the first three War Patrols of the U.S.S. SCAMP (SS-277) from 1 March to 6 August 1943, Lieutenant Beshany performed his assigned duties as Engineering Officer and Diving Officer in a most outstanding manner. By his skill and courage as battle station Diving Officer, he contributed to sinking 17,950 tons of enemy shipping, including a large submarine and a valuable converted seaplane tender, and in damaging 23,174 tons. Furthermore, during the attack on the enemy submarine, by his expert diving control he enabled his Commanding Officer to evade a torpedo fired at the SCAMP and to quickly return to periscope depth in order to attack and sink the enemy vessel. His actions and conduct throughout were in keeping with the highest traditions of the United States Naval Service.

(Citation Needed) – SYNOPSIS: Rear Admiral Philip Arthur Beshany (NSN: 0-18254), United States Navy, was awarded the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant Chief of Staff for Logistics, Allied Forces Southern Europe, from December 1964 to July 1966, and as Deputy Chief of Staff for Logistics and Administration, Allied Forces Southern Europe, from July 1966 to November 1966, for his contributions to difficult and delicate issues of extreme importance to the accomplishment of the command mission.

The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Silver Star to Lieutenant Philip Arthur Beshany (NSN: 0-18254), United States Navy, for conspicuous gallantry and intrepidity in action in the performance of his duties in the U.S.S. SCAMP (SS-277) during the FOURTH War Patrol of that Submarine in the New Guinea-Bismarck Archipelago area from 2 September 1943 to 1 October 1943. As Diving Officer, his careful and precise control of depth was of invaluable assistance to his Commanding Officer in conducting successful attacks which resulted in the sinking of 14,600 tons of enemy shipping, and in the damaging of 500 tons. His coolness and high devotion to duty contributed directly to the success of his vessel in evading severe enemy countermeasures. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
