The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fifth Class H. Vaughan Morgan, III (ASN: 11424431), United States Army, for heroism not involving actual conflict with an armed hostile force on 4 February 1967. While utilizing the beach facilities at Nha Trang, Specialist Fifth Class Morgan and several friends observed an American swimmer in distress approximately seventy-five yards off the beach, Without hesitation, Specialist Morgan and his companions entered the water in an attempt to render assistance to the distressed swimmer. The extremely heavy surf and long distance to the swimmer soon tired the rescuers, and all but Specialist Morgan and one other returned to the beach. Upon reaching the swimmer, it was discovered that his was suffering from severe stomach cramps and was in imminent danger of drowning. Despite his exhaustion and in complete disregard of his own safety, Specialist Morgan swam to the exhausted and panic-stricken swimmer and began towing him to the beach, Specialist Morgan’s companion attempted to assist in the rescue, but was repulsed by the struggling swimmer’s violent actions and was forced to return to the beach to avoid complete exhaustion. Despite the violent struggles by the swimmer, the brutal pounding of the surf, and his own fatigue, Specialist Morgan retained his hold on the swimmer and fought his way to the safety of the beach. Upon reaching the beach, Specialist Morgan and his companion administered first aid to the shocked and exhausted swimmer, who subsequently recovered. Specialist Morgan’s determined and courageous action in reaching the distressed swimmer and his subsequent disregard for his own safety in continuing the rescue despite the extremely heavy surf and the violent struggles of the swimmer were in keeping with the highest traditions of the military service and reflect great credit upon himself and the United States Army.
