The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Major Frank Raymond Fischl, Jr. (AFSN: FR-22171), United States Air Force, for gallantry in connection with military operations against an opposing armed force whole serving with the 433d Tactical Fighter Squadron, 8th Tactical Fighter Wing, SEVENTH Air Force, Ubon Royal Thai Air Base, Thailand, in action over North Vietnam on 3 September 1966. On that date, Major Fischl conducted a night strike on a vital supply and storage area of the hostile force in a highly defended area. With complete disregard for his own safety, Major Fischl continued the attack in the face of intense defenses to deliver ordnance on the target, completely destroying the target. By his gallantry and devotion to duty, Major Fischl has reflected great credit upon himself and the United States Air Force.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel Frank Raymond Fischl, Jr. (AFSN: FR-22171), United States Air Force, for exceptionally meritorious conduct in the performance of outstanding services to the United States as Vice Commander, 52d Tactical Fighter Wing, and as Director of Safety, Office of the Inspector General, Headquarters United States Air Forces in Europe, from 2 July 1972 to 31 March 1974. In these important assignments, the leadership, exemplary foresight, and ceaseless efforts consistently demonstrated by Colonel Fischl resulted in significant contributions to the effectiveness and success of the 52d Tactical Fighter Wing, the Safety Program and the combat effectiveness of the United States Air Force role in the North Atlantic Treaty Organization, thereby furthering the interest and security of the United States. The singularly distinctive accomplishments of Colonel Fischl culminate a distinguished career in the service of his country, and reflect great credit upon himself and the United States Air Force.
