Eulberg, United States Air Force, was awarded a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. The singularly distinctive accomplishments of General Eulberg and his dedicated contributions in the service of his country reflect the highest credit upon himself and the United States Air Force.

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Brigadier General Delwyn R. Eulberg, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Eulberg distinguished himself as Director of Installations and Mission Support, Headquarters Air Mobility Command, Scott Air Force Base, Illinois, from 8 May 2003 to 15 May 2006. During this period, General Eulberg’s outstanding achievements and his dynamic leadership and initiative revolutionized Expeditionary Combat Support across the United States Air Force. His transformational leadership brought to fruition the Headquarters Air Mobility Command Directorate of Installations and Mission Support; this trail-blazing organization set a standard that was eventually approved for Air Force-wide implementation. This new construct fully integrated four combat support functional capabilities and provided one-stop, cross-functional expertise on the warfighter across 23 fully trained, on-call forces capable of rapidly opening air bases anywhere in the world under the most austere combat conditions. Warrior-focused, General Eulberg drove the creation of a full-spectrum Combat Skills Training Program, providing our Airmen with essential combat and life-saving skills. He was a forceful advocate for the Chief of Staff-directed EAGLE FLAG exercise, guiding the inaugural exercise and facilitating six major Base Opening Exercises in Fiscal Year 2005. . .the “Red Flag” for combat support. General Eulberg also oversaw the Air Force’s second largest Global War on Terrorism deployment, rotating 6,300 Total Force combat support personnel into the combat theater. He facilitated 125 tsunami relief missions in support of Operation UNIFIED ASSISTANCE and provided over 50 tons of equipment in support of Hurricanes WILMA, KATRINA, and RITA. Further, General Eulberg developed and executed the first Army-Air Force joint housing privatization effort; this landmark venture provided nearly 3,000 new or fully renovated homes for Soldiers and Airmen at Fort Dix and McGuire Air Force Base. In a capstone effort, General Eulberg brilliantly executed a 72-million dollar base entry project that enhanced force protection, provided quality-of-life upgrades for security forces, and set the standard for the installation excellence across the command. The singularly distinctive accomplishments of General Eulberg reflect the highest credit upon himself and the United States Air Force.
