The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Air Force Distinguished Service Medal to Brigadier General Herbert L. Emanuel, United States Air Force, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States. General Emanuel distinguished himself as Vice Commander, Air Force Manpower and Personnel Center, from 27 March 1976 to 7 March 1979. In this important assignment, the forceful leadership, extensive technical knowledge, and outstanding efforts of General Emanuel were combined in a myriad of innovations which significantly contributed to the success of the all volunteer force, the combat readiness of the Air Force, and the security of the nation.
