The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Distinguished Flying Cross with Combat “V” to Major Frederick Gregory Tolman (AFSN: FV-3024689), United States Air Force, for heroism while participating in aerial flight as an F-105 Thunderchief Pilot in Southeast Asia on 20 January 1967. On that date, Major Tolman was a member of a strike force of fighter-bombers attempting to hinder the storage capacity along rail lines transporting materials to South Vietnam. Determined to drop his flak suppression weapons on targets posing the greatest threat to flights behind him, Major Tolman performed courageous aerial maneuvers which greatly jeopardized his life. The outstanding heroism and selfless devotion to duty displayed by Major Tolman reflect great credit upon himself and the United States Air Force.
