The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Colonel Richard A. Beard, Jr. (MCSN: 0-5612), United States Marine Corps, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Operations Officer of the forward echelon of the FIRST Marine Air Wing and as Executive Officer of a Marine Aircraft Group from 23 July 1950 to 10 December 1950. As Operations Officer of the forward echelon of the FIRST Marine Air Wing, Lieutenant Colonel Beard discharged his responsibilities wisely and aggressively, effectively directing and coordinating both land and carrier-based fighter squadrons in the outstanding air support of the United Nations forces in Korea. As Executive Officer of a Marine Aircraft Group Lieutenant Colonel Beard displayed outstanding leadership and administrative ability in the performance of his duties. His outstanding attention to duty, his calm deliberation under extreme pressure, his perseverance and good judgment were an inspiration to the men and officers of the command. Lieutenant Colonel Beard’s untiring efforts under adverse conditions made possible the efficient operations of Marine air units in Korea, thereby materially aiding the forces of the United Nations in the successful completion of their assigned missions. His skilled service and exemplary conduct throughout this period were in keeping with the highest traditions of the United States Naval Service.
