    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross to First Lieutenant (Air Corps) Harold V. Graham, United States Army Air Forces, for extraordinary achievement while participating as Navigator-Bombardier of a B-26 type aircraft of the 386th Bomb Group (M), NINTH Air Force, in aerial flight against the enemy in 11 September 1941. When his aircraft was severely damaged by a shattering burst of anti-aircraft fire which disabled his left engine, Lieutenant Graham continued to lead and, direct the evasive action and the course to the target where bombs were released with devastating accuracy. On the return route, with wounded men aboard, Lieutenant Graham exhibited unusual skill and coolness in navigating his lone aircraft through a flak-free corridor three hundred miles to an emergency field in England. The outstanding airmanship and devotion to duty displayed by Lt, Graham on this occasion reflect highest credit upon himself and his organization.
