The President of the United States of America takes pleasure in presenting the Air Medal to Major Joseph R. Bouley, United States Air Force, for meritorious achievement while participating in aerial flight as an F-117 Stealth Fighter Pilot near Baghdad, Iraq, on 22 January 1991. On that date, Major Boule’s perseverance and tactical excellence while under hostile fire resulted in severe damage to a hardened aircraft shelter at Balad Airfield. Major Bouley displayed outstanding ingenuity and systems knowledge by jettisoning the huge bomb using the emergency system and employing normal attack systems to guide the GBU-10 bomb to a direct hit on the Ar Ramadi Bridge, causing significant damage. The professional skill and airmanship displayed by Major Bouley reflect great credit upon himself and the United States Air Force.
