The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Major Joseph R. Bouley, United States Air Force, for heroism while participating in aerial flight as an F-117 Fighter Pilot near Baghdad, Iraq on 17 January 1991, in support of Operation DESERT STORM. On that date, Major Bouley braved extremely heavy anti-aircraft artillery fire, surface-to-air missiles, and patrolling enemy aircraft to successfully attack two critical targets in the vicinity of the enemy capital. As a direct result of this pilot’s bravery in the face of exceptionally heavy opposition, the ability of the National Command Bunker to coordinate Iraqi actions was severely restricted and the remaining capability of the Osirak reactor was destroyed. The outstanding heroism and selfless devotion to duty displayed by Major Bouley reflect great credit upon himself and the Untied States Air Force.
