The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Lance Corporal Daniel Carrasco, United States Marine Corps, for heroism on 28 October 1978 while serving at Marine Barracks, Mare Island, Vallejo, California. A witness to the crash of a vehicle through a drawbridge restraining barrier, Lance Corporal Carrasco rushed to the scene and, though not a strong swimmer himself, dove into the turbulent, frigid waters below to effect a rescue attempt. Sighting another Marine struggling with a male victim who was in an obvious state of panic, Lance Corporal Carrasco swam to the area and assisted in moving the individual to the relative security of the bridge pilings. While the other Marine continued to search and dive for additional victims, Lance Corporal Carrasco was called upon to exert great effort to control the still hysterical man who continued to thrash against the raging waters. When a cruise boat appeared in the vicinity, Lance Corporal Carrasco assisted in removing the crash victim from the pilings and towing him to the safety of the nearby vessel. By his prompt, courageous actions in the face of grave personal danger, Lance Corporal Carrasco reflected great credit upon himself and upheld the highest traditions of the Marine Corps and of the United States Naval Service.
