The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Ralph H. Carnahan, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Chief of Staff and Aide to Commander Submarine Force, U.S. Atlantic Fleet from July 1971 to May 1972. Captain Carnahan conceived and supervised programs which led to improved management and operational efficiency of the Atlantic Fleet Submarine Force. His dedication and enviable professional ability were key factors in maintaining a sustained high state of submarine readiness. He made significant and lasting contributions to a number of important submarine-related efforts, including the development and deployment of new missile and torpedo weapons systems, improved submarine command and control, and assurance of continued high submarine survivability. Captain Carnahan’s concern for the welfare of the personnel of the Force was consistently manifested in successful efforts to improve their effectiveness and to enrich their personal lives. His professional and managerial capabilities were an inspiration to all who observed him. By his outstanding leadership, judgment, and inspiring devotion to duty, Captain Carnahan upheld the highest traditions of the United States Naval Service.
