    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Second Lieutenant (Infantry) Melvin Floyd Wiggins, United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company A, 1st Battalion, 143d Infantry Regiment, 36th Infantry Division, in action against enemy forces in the vicinity of San Pietro, Italy, on 8 December 1943. Second Lieutenant Wiggins led his infantry platoon in the initial attack on strongly-fortified German positions on Mount Sammuero. Moving forward up the steep, muddy and rugged slope, his platoon encountered terrific small arms and mortar fire. Second Lieutenant Wiggins moved in front of his men and led a quick assault. Countering the strong enemy resistance, Second Lieutenant Wiggins moved out in front of his men and led them in a quick vicious attack. Receiving severe wounds, he refused to accept first aid. Rallying his men he continued the attack on the enemy. With complete disregard for his weakened condition, he led his men through heavy mortar fire to accomplish its mission. A few minutes later he fell on the battlefield because of the severity of his wounds. His display of courage, calmness under fire, and infinite devotion to duty, was an inspiration to his men. Second Lieutenant Wiggins’ extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself and the United States Army.
