    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Infantry) Donald Frank Runnoe, United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving as Commanding Officer of the 1st Battalion, 127th Infantry Regiment, 32d Infantry Division, in action against enemy forces on 2 January 1943, during the Papuan Campaign at Buna, New Guinea. After the battalion commander was fatally wounded, Captain Runnoe assumed command of the organization at a critical period in the attack on Buna Mission. He left the command post, exposing himself to constant enemy sniping and machine gun fire, and directed the attack of his battalion from an advanced position. Captain Runnoe’s calm, courageous and skillful handling of his unit was an inspiration to all officers and enlisted men serving under him and was instrumental in the successful completion of the operation. Captain Runnoe’s outstanding leadership, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 32d Infantry Division, and the United States Army.
