    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Second Lieutenant (Infantry) Talley Doyle Fulmer, Jr., United States Army, for extraordinary heroism in connection with military operations against an armed enemy while serving with Company C, 1st Battalion, 127th Infantry Regiment, 32d Infantry Division, in action against enemy forces from 31 December 1942 to 11 January 1943, during the Papuan Campaign at Buna, New Guinea. Second Lieutenant Fulmer led his combat group in an advance through dense jungle growth along a river bank for a distance of 250 yards. Although contact with neighboring units in this territory was uncertain and enemy snipers were numerous, his group occupied and held a position for a period of 12 hours, until contact with our forces was established. On 11 January 1943, he planned and directed a daring crossing of a swollen and rapid river while exposed to enemy sniping and automatic fire. He crossed in the first assault boat and successfully established a bridgehead. Second Lieutenant Fulmer’s extraordinary heroism, personal bravery and zealous devotion to duty exemplify the highest traditions of the military forces of the United States and reflect great credit upon himself, the 32d Infantry Division, and the United States Army.
