    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Corporal Jack E. Smith, United States Army, for heroism at the risk of life not involving conflict with an armed enemy, while serving, with Troop E, 103d Cavalry, Pennsylvania National Guard, in rescuing three women from drowning in the flood waters of the Susquehanna River at Sunbury, Pennsylvania, at 1:45 a.m., 19 March 1936. On hearing cries for help from three women who had been thrown into deep, debris-filled flood waters by the capsizing of the boat in which they had been riding, Corporal Smith and two enlisted companions, with utter disregard of their personal safety, unhesitatingly went to the rescue in a small rowboat. Despite the darkness of the night and the difficulty of maneuvering their small craft in the swift current of the narrow streets, Corporal Smith and his two companions were finally able to reach the helpless women, two of whom being unable to swim had disappeared below the surface of the water. Balancing himself astride the bow of the boat, Corporal Smith caught the two unconscious women and pulled their heads above water. With the third woman clinging to a side of the now unbalanced boat, the other two enlisted men skillfully rowed through the swift, hazardous current to a backwater, assisted the three women into the boat and carried them to a place of safety, thereby saving their lives. The heroism displayed by Corporal Smith on this occasion reflects great credit upon himself and the military service.
