    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Captain Melvin H. Jones, United States Army, for heroism at the risk of life not involving conflict with an armed enemy, while serving with the Cavalry Reserve, in rescuing a Civilian Conservation Corps enrollee from drowning in the Weiser River, near Council, Idaho, on the night of 3 April 1939. An enrollee who, in accidentally falling into a deep, snow-fed river, had struck his head violently on a log and was rapidly losing consciousness, called out feebly for help as he was being swept downstream by the swift current. On hearing the cry for help, Captain Jones, with utter disregard of his personal safety, plunged fully clothed into the icy water and swam through the darkness to the assistance of the helpless man. Numb with cold and hampered by his clothing, Captain Jones with great difficulty reached the drowning almost unconscious man as he sank beneath the surface in midstream and despite his struggles succeeded in towing him more that 70 feet to safety, thereby saving his life. The heroism displayed by Captain Jones on this occasion reflects great credit upon himself and the military service.
