The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) Richard J. Conner (ASN: 0-1285551), United States Army, for gallantry in action while serving with the 80th Infantry Division in connection with military operations against an enemy of the United States from 25 to 27 January 1945 in Luxembourg. When the commander and two staff members were wounded just prior to an attack in Luxembourg on 25 January 1945, Captain Conner led the battalion in a daring night attack which so surprised the enemy that the objective was attained without one casualty and at great loss to the enemy. Continuing the initiative on the following day Captain Conner, although suffering from frost bitten feet, ably led his men in adverse weather conditions of snow and severe cold to seize in succession objectives near Lamicht, Niedhausen, and Dorschied, Luxembourg. His courage, aggressiveness, and superb leadership were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit and the United States Army.
