The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pride in presenting the Silver Star (Posthumously) to Specialist Fourth Class Michael Terence Mulvaney (ASN: RA-10119736), United States Army, for gallantry in action while serving with Company C, 716th Military Police Battalion, 89th Military Police Group. Specialist Fourth Class Mulvaney distinguished himself on 1 April 1966 while serving as a military policeman and driver accompanying his commanding officer in the performance of early morning checks of military police on duty at security posts in the Saigon-Cholon area, Republic of Vietnam. At approximately 0500 hours, while driving his vehicle in the area, Specialist Fourth Class Mulvaney observed Viet Cong terrorists attempting to detonate a bomb at the Victoria Hotel which is a billet for housing American officers. With complete disregard for his personal safety, Specialist Fourth Class Mulvaney dauntlessly drove his vehicle in a frontal assault on the Viet Cong terrorists, repeatedly exposing himself to intense and deadly accurate automatic weapons fire. While driving in the direction of the terrorists, Specialist Fourth Class Mulvaney delivered a steady volume of .45 caliber pistol fire, and had fired all but one round at the terrorists when he was mortally wounded in the face by a burst of hostile fire. Specialist Fourth Class Mulvaney’s unimpeachable valor while exposed to the hostile fire minimized the Viet Cong efforts of attack on the hotel, forced their hasty withdrawal and made possible the subsequent capture of a Viet Cong terrorist along with an automatic weapon. Specialist Fourth Class Mulvaney’s gallantry in action against a hostile force was in keeping with the highest traditions of military service and reflects great credit upon himself, his unit, and the United States Army.
