The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Captain Homer Norman Wallin, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Fleet Salvage Officer during the period following the attack on the United States Pacific Fleet in Pearl Harbor, Territory of Hawaii, on 7 December 1941. Through his tireless and energetic devotion to duty, and benefiting by his past experiences, Captain Wallin accomplished the reclamation of damaged naval units expeditiously and with success beyond expectations, thereby sustaining the highest traditions of the United States Naval Service.
